Clan Description:
FURAGAN LV1: Red flame symboles appear around pupils
Jutsus: Mind reading jutsu: can read a persons mind, but puts a strain on users brain so is rarely used
Flame censory jutsu: a small light shield goes around user. It doesn't protect them but it does sence anything that comes inside it.
Rescent memory scan: the user shoots a wave of light flames at a person. It doesn't hurt them, but it does read their resent memorys as if it were thier own.
Flame tossing jutsu: uses one handed sighns to create fire balls in each hand. user can throw them , but they do little damage.
Dragon palm flame jutsu: user closes hands into fist and opens thumb, index and middle fingure and creates a flame in hand (simular to chidori) and thrust it into and burns apponet.

FURAGAN LV2: Blue complicated flame symboles appear around pupils
Jutsus: Mind reading jutsus can go longer without headaches
Flame censory shield increases in size
Long term memory scan: can read more of persons past
Flame tossing jutsu does more damege
Dragon palm flame jutsu lv2: A blue flame goes around hand with a red flame on the inside of the hand.

FURAGAN LV3: Purple more complicated flame symbole appeare around pupils
Jutsus: Mind reading can go hours without headaches and mind reading becomes easy.
Flame censory shield increases very large
Life time memory scan: all of persons life memories become appearent
Flame tossing jutsu does almost critical damage
Dragon palm flame jutsu lv3: a purple burning aura goes around user with a blue flame around the hand and a red flame on the inside of hand.
Earth chakra jutsu: can steal chakra from the earth.

SHINRAKIN FURAGAN (extreme fire eyes):(pure blooded tsutaro) Purple very complicated flame symboles appeare around pupils and purple outlined veins appeare on the skin around the skin of the eyes
Jutsus: Psykick Genjutsu: A very powerful genjutsu that controles apponents actions (apponet feels like they are in a firy labrinth)
Earth chakra blast: uses Earths chakra to create an enormous blast of chakra
Time skip jutsu: Can see eight hours into the future (puts an enormous strain on user so it can only be used once every three months)

Clan Personality:If one uses the furagan one step further than they're suppose to then they will gain an enormous supply of chakra, however; they will be possessed by the three wolves. In order to advance in furagan one must fight and defeat the three inner wolves that are inside of them. first wolf is all about taijustu (genin) second wolf is all about ninjutsu (chunin) third wolf is all about genjutsu (jonin) and to master shinrakin furagan (kage) one must fight all of the wolves at the same time.

Bloodline Description: Nataku was in a special village where people hand had mindfull intelectual compacity. the people were fairly peaceful because their location was in a certain spot were even travelers rarely passed through. every now and again some people would take advantedge of thier intelectual gift to manipulate others and make them do hurtful or savage things. the gaurdian wolf who was protecting this village was upset. the giant gardian wolf (purple) told the people to stop or else he and his two sons (one red and one blue) would destroy the village. The kage of the village punished those he could and Kutaku helped out. But some kept on and without warning the gaurdian wolves destroyed the village with fire. the kage and two kage level ninjas opened all thier inner gates to make three giant seals to seal the three wolves into the blood of the surviors. (Nataku, Kutaku and outhers.) Kutaku had no where to go so he took his son to the leaf village, left him there, and ran to the village hidden in the mist. here he learned techniques. He vows to one day meet his father in combat.

Okay... this is so very, very wrong. Seriously, clan description should be the description of the clan and its brief history. Clan personality refers to some personality traits common to clan members. You skipped any physical traits too. Bloodline description is NOT your character's history, it's a text description of your bloodline, what is its "idea" and general outline of the abilities. Bloodline limits would be what you put under clan description, only it should be so much more detailed. Clan jutsus should be what you put under clan description as well, only the other part, and it must follow the jutsu template.

Until this template is in proper shape, I will not even start thinking of checking the balance.
