Name: Cloud Summoning Scroll

Requirements: Chosen by the Cloud Dragon - OOC agreement with contract holder.
Description: The Cloud Summoning Scroll allows the holder to bring forth the Cloud Dragon. The Cloud Dragon is the only beast of the skies to ever grace the earth and is the only one known to assist humans. Ever since the birth of the world, the Cloud Dragon has been brought by the winds of fate to change the world of humans. Today is no exception.

The Cloud Dragon doesn't require the contract for summoning. Since it is only one creature, there are special rules to summoning it. Whoever summons it first takes precedent.

Examples:

1 - Ninja A summons Sky Dragon. Ninja B+ can summon the Sky Dragon or the Storm Dragon.

2 - Ninja A summons the Storm Dragon. Anyone in the same sub-forum as Ninja A can summon the Storm Dragon. Anyone else can summon the Sky Dragon.

3 - Ninja A summons the Cloud Dragon. No one else can summon. If two people are summoning at the same time, the contract owner decides who summons it.

The whole contract is for a single dragon. If someone already summons it, how could someone else summon it?

Ok I see no negating ablitiy, and if your talking about the fact that certain dragons can only be summoned at a time, that's a DISADVANTAGE not an advantage. Last time I checked, we don't penalize and bump the rank up of things that are bad for the user.

So unless you explain yourself, Ill approve this tomorrow.
