Description: This is a very powerful water ninjutsu. Using an immense amount of chakra, it makes a large area resemble an aquarium. The designated area is like a large globe of water which forces the people within it to act accordingly. This means that people will have to swim around in it; they can swim all around, move slowly, and everything is near weightless. The user is able to move twice as fast as anyone else in the area. However since there is no actual water the people can breathe normally. It ranges approximately 100 cubic meters for jounin-strength chakra control and pool.

Description: This is a simple taijutsu technique that allows for elongated stamina when underneath water. This increases the time that one can stay underwater. As one increases in rank, the time will increase as well. After Chuunin, strenuous activity can be done while under water without a huge loss of stamina.

1st one, sure its fine....whats the cost to your self, sounds like a chakra drainer to tell ya the truth, also sounds like gen more then nin.

also 2nd one should be a basic.

The second one isn't really basic though. This is for advanced underwater fighting.

No, but I don't see why it would be basic. Not many ninja would specifically train under water so they can fight properly. This is actually quite difficult and those who haven't spent many hours on the water would have a difficult time performing this. It's like fully mastering a weapon, to make an analogy.

And no, there isn't a technique like this.
