I would discourage just scrapping a character, but I do believe it is possible.

You can kill it off via RP..it would be the easiest way.

Everyone has 3 rpcs, besides the point, you can scrap your rpc whenever you like. Depends on you because now you have 2 more slots for rpcs, so it's your decision to kill your character when you have 2 slots you can use.
