Kinjutsu Master and Learning SystemThere are certain kinjutus that all Kages will have scrolls to, these will be called Universal Kinjutsu. Before a person can even get to the Kage to learn these jutsus, they must first acquire 1 Admin or 3 Moderator's Permission to learn them. Once they have the permission, they can approach the Kage who will then give them a task/mission or so forth to prove them worthy of it. Or they can deny them until they feel they have proven themselves. From there, they will follow normal Kinjutsu training rules if they get all the permissions. However, once it's learned, AN RPC CANNOT TEACH THE JUTSU TO ANYONE ELSE! Doing so will result in immediate action by the Admins, ranging from deletion of jutsu of profile to 3 day ban.
Mastery Jutsu: These are Kinjutsu whose power have been deemed destructive and incredibly powerful beyond normal standards. Chidori, Rasengan and Medical Kinjutsu. These powers will exist in Masters who have either gained the full power through special means or self-trained to completion. Based on the RP at current moment this is how Masters will work.
Rasengan Master: Tamotsu (currently MIA)
Chidori Master: Rosu
Medical Master: Kaeor (?)
To learn these jutsus, they must gain the basic Admin/Mod approval and then seek out the master. Once they have arrived, they must speak with the master who will determine their worth, and decide accordingly. If they agree, then normal Kin rules will apply there after.
Elemental Mastery: Each country will hold one Elementary Master Kinjutsu scroll. These scrolls will be held by the Kage of each country. Same rules as the basic Universal Kinjutsu permissions apply.
Konoha: Fire Mastery
Kirgakure: Water Mastery
Sungakure: Wind Mastery
Iwagakure: Earth Mastery
Otogakure: Lightning Mastery (until Lightning Country is Made)
Custom Kinjutsus: Learning this jutsus will be at the discretion of the creator and do not require special permissions.
