You still need to use the new updated Template if you're going to make an NPC/RPC, and here's what I see wrong:

1. You need to put a "Rank/Level" down.
2. Put down what Village he was originally from.
3. You need at least one "Element", according to your Shinobi Level.
4. You need to put down a "Fighting Style". Tai's going to be his main, and, as Syra-sama said, his other will probably be Nin. Also, the Style that Mugen used in the serious is the same as the one that Spike used in "Cowboy Bebob", just much older, and it's, I believe, Jamaican Kickboxing, or something along that line.

The point of this character is that he's not a ninja though. I said he originated from Kirigakure as his ethnicity. And I asked you guys plenty of times what his rank and title would be if he wasnt really a ninja. As a non ninja he knows no elements. And I guess I could put "Taijutsu" down as his fighting style, but really he doesnt use taijutsu, because thats the fighting style ninjas use and he's not a ninja. And no Mugen's style differs in many ways, such as his ability to mimick certain of the oppenent's moves.

Should I just scrap this guy or what? Because to make him work I need people to tell me what to do about those certain issues of him not being a ninja.

Ok, here's the solution I see. You still need to put in his rank, and as title you may put "N/A" or leave blank, though he is bound to be considered missing-nin once anybody learns about him.
Then, you may put that he can't use ninjutsu/genjutsu either as a note to his rank or his fighting style, which would be taijutsu only. However, since we do not have official single combat style characters and it is your choice to give up a secondary one, Mugen would be basically only as strong as any ninja of his rank with primary style taijutsu in close combat.
If you're okay with this, I certainly see this as acceptable.

Uh, Yuwea never test Zeke but, I'm trying not to severely Flame you at all. So I'll ignore your comment which was for so reason the only comment you replied to.

What I would suggest Chiisu, is to make a special ability around and techniques around just that. Except, it wouldn't require the use of chakra or hand seals, but the use of something else like draining your physical stamina alot.(What Taijutsu does to you)

Also, there is also my theory that there are other chakra's in Naruto. Kinda like, Sage chakra, Ninja chakra, monk chakra, or something...eh, nevermind...You're goign to scrap it so hey....

"Sage chakra", a.k.a. natural energy, does exist. Ninja chakra is well, duh. But I'd rather not touch the rest.

Anyway, Zeke's suggestion sounds like a solid plan.
