As I said before, a ninjutsu of B-rank kin would kill someone of even equal rank, maybe higher. So why should genjutsu be so nerfed?
Ok, I'll break it to as follows: your genjutsu is not a kinjutsu, please get rid of that portion; a kinjutsu requires some type of damage to you as a user, your genjutsu provides no reason for it to be marked as such; and lastly, the kinjutsu would hurt you almost as much as you hurt your opponent, kinjutsus make you as a fighter weaker, therefore, decreasing your chances of surviving and are very hard to manage, but are very powerful. _________________
This forum operates slightly differently to canon, kinjutsu here aren't just techniques that harm the user but also techniques that are just plain powerful. _________________

Now that I think about it, B (Kin) might be good because it might be harder to learn, needing points instead of posts, and depending on the grader, that can be hard to come by, making the learner make better posts of controlling it to get the points, instead of X number of posts that may be mediocre. _________________

Rasengan is a Kinjutsu because of the excrusiating training that it requires to use, and that it uses up a LOT of Chakra in order to use, and the amount of damage it does to the opponent. Get it now? Thanks. ^_^ Also, it's the fact that it has multiple "stages" for it, not only to learn by itself, but also upgrading it into more powerful Jutsus with it, like the Fuuton Rasengan, Rasen-shuriken, Oodama Rasengan, and Chou Oodama Rasengan.
