Notoriety System - This is a system much like doing a mission. Notoriety is how well known a Missing-nin is based on the missions they do. As they continue to do "Notices" aka M/N Jobs, they will not only receive Training Points but a set amount of Infamy Points added on to their profiles. As these points increase, so will their rank in the Bingo Book. Becoming a missing-nin does not instantly give you a spot in the book. But the circumstances in which they leave will be taken into account. Here is the rough of the first system.

If your RPC begins fresh as a Missing-nin (meaning that their application states that they're missing from the beginning.) they will be forced to start at E-Rank missing.

If an RPC is Genin and leaves, they will become D-Rank. Chuunin will be C. Jounin/Gonin will be B-A.

There after leaving, a Kage might ask for the Missing-Nin to be added to the Bingo-Book with a price set by them.

Rising through Ranks: Each Job will carry on like most missions. The name, requester, description and the reward. However there will be an extra line called "Infamy Gained".

Ex. -

Requester: Gray
Rank: D-C
Explanation: Crap Example needed.
Shinobi Needed: 1-3
Training Points Earned From Mission: 100
Infamy Gained: 15

After the mission and during the update, the person will put the amount of points their Infamy has increased. As their infamy increases, certain milestones will allow an upgrade.

E to D - 200 Infamy. Total: 200 Infamy
D to C - 300 more Infamy. Total: 500 Infamy
C to B - 500 more Infamy. Total: 1000 Infamy
B to A - 500 more Infamy. Total: 1500 Infamy
A to S - 1500 more Infamy. Total:3000 Infamy
S to SS - 2000 more infamy. Total: 5000 Infamy or a Kage who leaves.

Notice Board: Notices are the Jobs Missing-nin will take on. These missions cannot be done twice since they're all area specific and hence must be updated weakly. This job should be left up to the Global Mod Head and the RPG Head. These missions will be given a set amount of infamy based on the following system.

E Rank Job: 5 Max
D Rank Job: 15 Max
C Rank Job: 25 Max
B Rank Job: 40 Max
A-S Rank Job: 100 Max

No Protection: This is the piece of the system that makes the whole thing complete. Each country has a set of Hunter-nin who can pursue Missing-nin. (Ex.: Iwagakure's Sky Wolves hunters) Once a missing-nin is in the Bingo Book, s/he no longer is protected by "Blockout", meaning all their threads will always be open, even during Kinjutsu training. This will deter people for wanting to going missing just for the fun of it. Going missing will now be a critical Character Story decision rather then an escape.

Rejoining Villages: When a person leaves a village, they might want to return home. If they successfully get the Kage to allow them too, the Kage requested Bingo Book page is gone. However, if they've done a Job, their page remains as a part of Bounty Hunters game as they have commited crimes outside of the Kage's protection. (Think Asuma in the Manga.) If they rejoin another village, they're page not only remains but they receive 100-200 extra Infamy as a traitor to their country.
